I enclose the Ordinance as passed by Council before the changes were laid on the 18th March with the amendments I made to meet the new conditions, and showing how they were made. The only alteration of any importance subsequently made, except one or two verbal ones, was to replace Harbour Master by Superintendent of Imports and Exports. My opinion is that the Assistant Harbour Master should be assigned this duty with some increase of pay, as it is obviously an executive detail. It was part of my first scheme, as will be seen from my "Confidential report", but it is no doubt more satisfactory to have it offered by the Chinese deckers, the Indian Importers, and approved by the Chamber of Commerce.
